ASEAN Parliamentarians for Human Rights (APHR) is a network of current and former legislators working to strengthen human rights and democracy in Southeast Asia. APHR supports its members through a variety of means as they use their unique positions to highlight human rights concerns and strengthen the voices of civil society actors around ASEAN.
This dynamic, young organization is seeking an experienced Communications and Campaigns Officer to manage internal and external communications and support public advocacy efforts.
Applicants should be highly motivated and demonstrate knowledge and commitment to the values and mission of APHR. Specific knowledge of human rights issues in Southeast Asia is desirable for this position, as well as experience working in a similar role in an NGO or news organization.
Reporting to the Research and Advocacy Director and working in close collaboration with APHR staff and members from around the region, the Communications and Campaigns Officer will be responsible for developing and delivering advocacy campaigns, producing and distributing advocacy and communications materials, managing press relationships, and supporting the development of APHR’s research and advocacy initiatives.
Campaign Development, Management, and Delivery:
Work with the Research and Advocacy Director, Program Manager, and other staff members to develop and deliver successful campaigns and advocacy initiatives, strengthening the voice and reach of regional parliamentarians supporting human rights;
In collaboration with the Research and Advocacy Director, draft, edit, and proofread press releases, op-eds, and other advocacy materials targeted at regional and international media;
Support the Research and Advocacy Director in developing messaging around key regional human rights issues and policy initiatives, working across a variety of media platforms to maximize reach and impact;
Contribute to the development of issue-specific advocacy strategies, developing new ideas for ways to increase media coverage and impact.
Communications and Media Management:
With guidance from the Research and Advocacy Director, manage and develop APHR’s online presence (website, blog, and social media), including publishing advocacy outputs, reporting on APHR activities, and soliciting and editing blog posts from members;
Serve a press officer function, responding to inquiries, connecting press with APHR members, distributing media materials, and creating media monitoring reports;
Cultivate press relationships and maintain and strengthen distribution lists to ensure coverage of APHR advocacy efforts;
Manage and develop APHR’s mailing lists for both internal and external communications and campaigns;
Support monitoring and evaluation of APHR’s advocacy efforts, including monitoring media coverage.
Production of Communications Materials:
Support with the design and production of APHR promotional materials and other printed outputs, such as brochures, flyers, and reports, and assist with proofreading, formatting, and distribution;
Produce succinct, broadcast-quality video reports on APHR’s work and activities for use across online platforms in support of campaigns, advocacy initiatives, and membership engagement;
With guidance from the Research and Advocacy Director, manage APHR’s internal communications, including the production of a monthly email newsletter to APHR members;
Monitor political and human rights-related developments in Southeast Asia in order to keep APHR members informed and identify potential advocacy opportunities;
Prepare briefings and updates for staff colleagues and APHR members on relevant issues, as well as talking points, speeches, and other supporting materials for APHR members, as needed;
Support research initiatives, including reports and fact-finding missions, through background research, analysis, and consultation with APHR staff and members, in addition to civil society partners;
Document workshop proceedings and compile and edit workshop outcome documents and reports;
Edit, proofread, and finalize internal APHR documents, including donor reports, activity reports, agendas, and concept notes;
Carry out other duties, including program design and support in coordination with other Secretariat staff, as required.
Qualifications and Experience
Bachelor’s degree in journalism, communications, political science, or a related field;
Extensive writing and editing experience with a variety of print and online media outlets;
A minimum of three years’ experience producing press releases, newsletters, advocacy materials, reports, and/or similar written outputs;
Experience developing and implementing advocacy campaigns related to human rights;
Excellent editing and proofreading skills in English;
Knowledge of the political context and human rights issues in Southeast Asia;
Proactive and self-motivated with a proven ability to work independently and as part of a team;
Excellent organizational skills and attention to detail;
Ability to meet tight deadlines in a high-pressure environment;
Commitment to the objectives of the organization;
Native fluency in written and spoken English.
Proficiency in at least one ASEAN language;
Multimedia skills, including web design, layout, and video production;
Experience as a journalist or as a press or campaigns officer in a similar organization;
Expert knowledge of politics and human rights concerns in Southeast Asia, as well as ASEAN regional mechanisms and human rights instruments;
Expert knowledge of international human rights law;
Existing contacts among journalists and other relevant stakeholders in Southeast Asia;
Experience working with parliamentarians and/or government.
Working Conditions / Salary and Benefits
The Communications and Campaigns Officer is expected to be based in a Southeast Asian capital; the specific location is negotiable. The majority of work will be done remotely.
APHR operates on a standard five-day work week but staff may be required to work some evenings and weekends to respond to developments and when on missions. Days in lieu will be provided for non-standard workdays.

An initial contract will be for 12 months, with a three-month probationary period.
APHR does not cover costs associated with relocation.
