Legal Counsel - Redistricting

CLC’s redistricting team engages in various forms of advocacy—including administrative and local advocacy, legal research and writing, educational efforts, legislative drafting, amicus filings, and trial and appellate litigation. CLC’s redistricting practice works to reduce partisanship in redistricting through litigation, advocacy for redistricting commission ballot initiatives, and to promote fair representation remedies to improve minority representation at the local, state, and national levels, through litigation and/or advocacy. 


Reporting to the Senior Legal Counsel, Redistricting, the Legal Counsel will play an integral role in the redistricting team. Legal Counsel will be the primary staff member assigned to providing legal support and outreach for redistricting reform work focused on promoting and implementing independent redistricting commissions and ranked choice voting. 


Responsibilities and Duties

    Primary focus will be providing advice to state, local, or other partners on state or local ballot initiative language, state legislation, and local ordinances related to redistricting reforms including independent redistricting commissions and the adoption of ranked choice voting.

    Draft advocacy and outreach materials on redistricting issues
    Monitor and identify opportunities for engagement with local communities interested in reforming their redistricting processes

    Deliver public education sessions to local, state, and/or national audiences on redistricting reforms

    Speak with media about local, state, and national redistricting reforms
    Attend conferences with state and/or national coalition members to discuss strategies to advance redistricting reforms
    May involve research and provision of advice on possible legal strategies to support placement of initiatives on ballots, defense of constitutionality of initiatives, and implementation of initiatives.

    Travel required
    Other duties as assigned


Qualifications and Skills 

    At least one year of legal experience (a judicial clerkship satisfies this requirement)
    Experience drafting legal memoranda

    Strong research, writing, and analytical skills
    Exceptional interpersonal communication skills with a proven ability to work effectively and collaboratively as part of a team
    Outreach or organizing experience preferred but not required
    Active membership in a state bar in good standing
    Commitment to the nonpartisan nature and overall mission of CLC
    Demonstrated interest in voting rights and redistricting is preferred but not required


Salary & Benefits

The salary range for this position is $75,000 - $90,000 depending on experience.
