Council of State Governments Justice Center (CSG Justice Center)
The Council of State Governments Justice Center (CSG Justice Center) is a national nonprofit organization that provides practical, nonpartisan advice and evidence-based, consensus-driven strategies, to increase public safety and strengthen communities. The CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on often highly politicized criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. The CSG Justice Center not only develops written and web-based materials, but also provides on-the-ground technical assistance to policymakers and practitioners from multiple systems (corrections, behavioral health, housing, etc.) in state and local jurisdictions.
The Deputy Division Director of Economic Mobility will serve as a key member of the leadership team for the CSG Justice Center's Corrections and Reentry Division. This Division includes a team of more than approximately 25 professionals who lead and staff a number of initiatives to reduce recidivism and improve outcomes for people involved in the criminal justice system.
The Deputy Division Director will lead and manage the Economic Mobility Program's portfolio of initiatives and activities focused on three key areas: 1) integrating corrections, career, technical and adult education and training, and workforce strategies to ensure people leaving incarceration have the skills and opportunities they need to thrive in the labor market; 2) engaging business and industry leaders to increase opportunities to hire and advance people with criminal records; and 3) assisting state and local policymakers in understanding and reforming the policies, regulations, and biases that impact a person's access to careers. Signature projects of this portfolio include technical assistance to Second Chance Act grantees, the National Inventory of Collateral Consequences of Conviction, the Clean Slate Clearinghouse, and the Integrated Reentry Employment Strategies framework.
The incumbent will oversee all aspects of the Economic Mobility Program operations; coordinate and participate in politically sensitive meetings with high-ranking local, state, and federal officials, advocates, and other experts across the country; ensure adherence to and compliance with funding requirements; work with the Division's leadership and Justice Center's finance team and senior staff to monitor and oversee program budgets; and troubleshoot issues and challenges. The Deputy Division Director will directly supervise staff; oversee professional development and team building efforts; supervise special projects; and collaborate with program staff and subject matter experts from other divisions.
ESSENTIAL DUTIES & RESPONSIBILITIES
Specific responsibilities of the Deputy Division Director include, but are not limited to, the following:
Further establish and leverage the CSG Justice Center's influence in the intersecting fields of workforce and economic development, career/college preparation, occupational training and credentialling, secondary and post-secondary education, and work-based learning.
Provide oversight to key program activities, such as technical assistance delivery Second Chance Act grantees and other local and state jurisdictions, development of written tools and products, and policy consulting services;
Provide leadership, support, and strategic guidance for the program's staff, consisting of program associates, policy analysts, legal fellows, senior policy analysts, project managers, and senior policy advisors;
Inform and implement the program's strategic plan, and monitor progress, troubleshoot challenges, and adjust priorities, as needed;
Manage the program's budget, including financial monitoring, grants management, reporting, business development, and fundraising;
Ensure compliance with reporting and administrative requirements from federal, state, local, and private funders;
Create and implement human resources practices such as staffing plans, professional development, training and education plans for program staff, and orientation/on-boarding materials, and coordinate practices with other managers across the division;
Provide leadership to the program and serve as the spokesperson for the program while managing relationships with internal and external partners;
Plan and participate in policy-focused meetings with high-ranking government officials, advocates, and national experts;
Respond to media inquiries and interviews, in consultation with the Justice Center's public affairs team;
Collaborate with senior staff to develop long-range strategies to guide the CSG Justice Center's work;
Contribute to the development of CSG Justice Center website content, and strategize with staff and technical consultants on ways to use the web to promote policy goals;
Develop/expand the knowledge base on criminal and juvenile justice, reentry, and economic mobility and identify and engage new contacts in the field to serve as formal or informal partners; and
Manage inter-divisional collaboration within the CSG Justice Center, including identifying themes and linkages across disparate initiatives and leveraging opportunities to incubate and test new ideas and approaches.
SKILLS & ABILITIES
Understand the research, policy, programming and latest trends shaping the workforce and corrections fields;
Experience working with and interacting with federal, state, and local government officials in workforce related agencies;
Experience with fund development, grant writing, and foundation relations in related fields
Experience with strategic planning, action/work planning; and implementation monitoring in a fast-paced, high-growth environment;
Capable project manager and supervisor, ability to oversee multiple complex initiatives and projects in an efficient, organized way with the ability to prioritize quickly and confidently and manage multiple deadlines;
Excellent communication skills including written, public speaking, and group/meeting facilitation, ability to effectively distill and present complex information in a concise way;
Experience and expertise in managing collaborative or interagency planning and problem-solving;
Demonstrated track record in team building, staff supervision and mentoring, and professional development;
Experience in nonprofit management including program monitoring, reporting, and budgeting in a non-profit setting;
Excellent interpersonal skills, including maturity, an ability to work independently and in a team setting, and a sense of humor; and,
Willingness to travel up to several times per month.
At least seven (7) years of professional experience in relevant non-profit or public sector setting, including five (5) years of experience managing and supervising staff and teams. Strong grasp of policies, programs, and practices in the fields of criminal justice and workforce development required.
A bachelor's degree (required) and a graduate degree in a related field, such as law or public policy (preferred).
